Our Commitment...

Our goal in public housing is more than providing "safe, decent and sanitary" housing. We encourage self-sufficiency, self-improvement and a general feeling of belonging to a community.

The Lancaster City Housing Authority is committed to providing reasonable accommodations to persons with disabilities. Within our developments we have 44 units that are wheelchair accessible, 15 units that are designed for persons with hearing disabilities and 12 units designed for persons with vision disabilities.

Parking Area and Lobby Entrance

The Parking area is accessible from Church Street by using the driveway on the east side of the building or by using the entrances on the Howard Avenue side. Parking is also available along Church Street.

The Entrance to the Main Office Building is accessible from the Parking area. Handicap parking spaces and ramps are provided for your convenience. The Lobby and Reception area is located on the first floor directly off of the parking area.

The Main Office for the Lancaster City Housing Authority is located next to the Church Street Towers high rise building at 325 Church Street.

The Main Office building was designed by Hammel Associates Architects, LLC and built by Benchmark Construction and it became operational in 1997.

LCHA Mission Statement

  • The mission of the Lancaster City Housing Authority is to improve the quality of life consistent with local, commonwealth and federal statutes by:
  • providing decent, safe, and sanitary housing for low and moderate income individuals and families, retired persons and persons with disabilities;
  • recognizing the residents as our ultimate customer;
  • fostering an increased supply of quality housing affordable to low and moderate income residents throughout Lancaster County;
  • fostering development, ownership and successful management of housing;
  • taking a comprehensive approach that goes beyond bricks and mortar, to build links to social service and economic development organizations, and to assist neighborhood residents and community organizations in creating successful neighborhoods;
  • administering rental assistance and related programs which allow people to afford and access the widest range of housing opportunities;
  • providing support and referral services which enable families and individuals to comprehensively address their housing and social service needs and to become increasingly self-sufficient.

Executive Director's Message

Barbara J. Wilson, Executive Director

"It is my privilege to serve as Executive Director of the Lancaster City Housing Authority (LCHA). I encourage you to take some time and browse our website. I find that very few people truly understand what a housing authority is. This is your chance to learn!" Our primary mission is, of course, to provide affordable housing to eligible families and individuals.

But we do so much more. And all that we do accomplish would not be possible without the skill and dedication of our professional staff here at the LCHA. They ensure that year after year nearly 1,500 families in Lancaster City receive decent, affordable housing and a host of high quality self-sufficiency programming.

I'm confident you'll discover that a housing authority is much more than you have ever imagined. Most of all, I hope you learn that our Public Housing residents and Section 8 clients are hard-working, law-abiding Lancastrians. They are deserving of the assistance they receive; and many are striving to improve their lives by working toward higher education levels, new or better jobs, and buying their own homes.

Code of Conduct

No employee shall have any interest, direct or indirect, in any property included or planned to be included in any project of the LCHA, nor shall he knowingly have any interest, direct or indirect, in any contract or proposed contract for materials or services to be used by the LCHA. Failure to disclose such interest shall constitute misconduct in office and be grounds for disciplinary action, up to and including discharge. Any such undisclosed profit, which results to any employee, shall make the employee liable to surcharge in favor of the Authority to the full amount of such profit.

If such interest was acquired prior to his employment, or if his knowledge of such interest is subsequent to his employment, he shall disclose the same in writing to the Executive Director. The prohibition of this paragraph shall be interpreted with emphasis on the proposition that an employee shall not benefit financially by reason of the activities of the LCHA with outside parties. Where doubt exists, legally or ethically, the employee shall take the initiative of calling the matter to the attention of the Executive Director for ruling and guidance.

No employee, officer or agent of the Authority shall participate in the selection, or in the award or administration of a contract supported by Federal funds if a conflict of interest, real or apparent, would be involved. Such a conflict would arise when the employee, officer or agent, any member of his immediate family, his or her partner, or an organization which employs, or is about to employ any of the above, has a financial or other interest in the firm selected for award.

The LCHA's officers, employees or agents will neither solicit nor accept gratuities, favors or anything of monetary value from contractors, potential contractors, or parties to sub-agreements.

The LCHA's Safety Committee has been in existence since 1994. The committee meets on the second Wednesday of each month at 1:00 pm in the first floor conference room of the Main Office at 325 Church Street.

The LCHA Safety Committee has been responsible for developing and maintaining The Safety Rules Handbook for Employees and they continue to develop proactive safety, health, and accident prevention programs in order to provide a safe work environment at the Lancaster City Housing Authority.

The Safety Committee consists of four volunteer LCHA employees. There is equal representation for management employees and non-management employees. Each employee volunteer serves a two-year term. Every year two of the volunteers are rotated off the committee and replaced by two new volunteers. The rotating committee pattern provides the committee with new ideas, continual leadership and responsibility and presents the opportunity for all LCHA employee to serve as a committee member.

The LCHA Safety Committee achieved its Workplace Certification from the PA Department of Labor & Industry in 1996 and in 1998 it received the H.A.R.I.E. (Housing & Redevelopment Insurance Exchange) Safety Award.

The Safety Committee sponsors a "Safety & Wellness Day" for LCHA employees held in each year in June in observance of National Safety Month.

Safety Committee Mission Statement

The purpose of the Safety Committee is to provide and maintain a safe environment for all employees, residents, contractors, vendors, and the general public by:

  • Identifying and correcting safety and health hazards.
  • Evaluating and following-up on all accidents.
  • Conducting periodic job site inspections.
  • Advising and assisting management in the development and implementation of appropriate safety programs.
  • Training all employees in various safe practices including the use of tools and hazardous materials.
